Lucius Hartwell (played by Luke Wilson) was a vampire who held the position of Sheriff in Chaney, Texas until February 1998. He did not have buckteeth.
He was disappointed with fellow-vampire Ronnie Strickland, whose behavior Hartwell thought made his kind look bad, as he was devoted to the old ways. In Fox Mulder's recollection of the events that transpired in Chaney, he presented Hartwell as a bucked-toothed man with whom Dana Scully was infatuated. (TXF: "Bad Blood")
Lucius Hartwell helped the other vampires in his town escape FBI pursuit by drugging and distracting Scully, buying his fellow vampires time to pull up stakes on their mobile homes and drive off into the moonset.
