What does this phrase mean? Does Mulder talk about himself (because he is most "unwanted" FBI agent), or he means that the cases which he investigating and the persons that commited these crimes are most unwanted by FBI?

I imagine it could mean either one. The real FBI has a Most Wanted list.

I always took it to mean that Mulder was referring to himself, since he is more literally "down here" (i.e. in the basement office) than the criminals. There's also a television program called America's Most Wanted. --Mulder 09:47, April 26, 2010 (UTC)
