Agent Kennedy was one of two agents, the other being Agent Kramer, both of whom were assigned as a surveillance team and traveled to 66 Exeter Street after Special Agent Dana Scully organized for them to be posted there, to watch for Eugene Victor Tooms. With Agent Kramer, Kennedy met with Special Agent Mulder, Scully's FBI partner, in a car outside the building at 11:30 a.m., at which time Mulder remarked impatiently on their time of arrival. After Mulder arranged that - unless Tooms made an appearance - he himself would return there with Scully in eight hours to relieve Kennedy and Kramer, Agent Kennedy casually agreed to Mulder's plan, teasingly referring to him with his nickname, "Spooky", and then began to laugh with Agent Kramer, as Mulder exited the vehicle. Agent Kennedy had left the area by 7:25 p.m., as had Agent Kramer, because both agents had been dismissed by Agent Colton's regional ASAC. (TXF: "Squeeze")

- In the script of "Squeeze", Agent Kennedy has an extra line of dialogue that is not included in the final version of the episode, when he comments on events that happen in the script before he arrives at Mulder's car with Agent Kramer - specifically, a hustler having started washing the car before having been shooed away by Mulder. After Mulder impatiently comments on the agents' time of arrival, as he does in the episode's ultimate version, Kennedy says, "We wanted to wait 'til the windows were clean so we could see better."
