Kevin Morris was son of Darlene Morris and brother to Ruby Morris, he was present at the abduction of Ruby Morris on the shores of Lake Okobogee in late 1993.
After the incident Kevin began transcribing binary data strings from what appeared to be normal TV static. Fox Mulder hypothesized that whatever took his sister also touched Kevin allowing him to act as a conduit for these subliminal transmissions.
The binary strings were indeed transmission fragments, one was considered such a threat national security that the NSA detained Kevin and his mother for a short time. When his sister returned, Kevin tried to convince her to tell Fox Mulder where she'd been but was over-ruled by their mother before Ruby could disclose any information (TXF: "Conduit").
