How is Skinner still Assistant Director?

How is Walter Skinner still Assistant Director at the FBI? Don't they change Assistant Directors like every ten years and if not then why hasn't he gotten some sort of promotion? The man has been Assistant Director for over 2 decades now. He really deserves a promotion.
