Collins was an agent with the Federal Bureau of Investigation.

In 1994, he served as a member of a task force that, under the supervision of Agent Frank Burst, was assigned to apprehend Robert Patrick Modell. Collins helped complete this task and was present when Modell was taken into custody, in a grocery store in Loudoun County, Virginia. During the arrest, Agent Burst gave Collins an instruction by name, allowing Modell to learn it.

Collins was apparently SWAT trained and was part of an entry team that moved in to arrest Modell a second time, at an area driving range. He was alone when he found Modell in a garage on the premises. Modell used his hypnotic abilities to induce Collins to pour gasoline all over himself and wander back outside, brandishing a lit match. Though pleading with his fellow agents to stop him, Collins nonetheless set himself on fire, creating the diversion Modell needed to attempt his escape. Collins was critically burned in the incident. (TXF: "Pusher") He ultimately survived his injuries, however. (TXF: "Kitsunegari")

Agent Collins was played by Steve Bacic.
Although the character does not appear in "Kitsunegari", Collins' survival can be inferred from dialogue in that episode that credits Modell with the murder of a sheriff's deputy and only one FBI agent (namely, Agent Burst, who Modell induced to a fatal heart attack).
The novelization of "Pusher" establishes Agent Collins' first name as "Will".
